Pavarana is the full moon of the eleventh month of the old Indian calendar, which usually falls in October in the standard Western calendar. It is the day which marks the end of the annual Buddhist Vassa Rains Retreat, also known as Buddhist Lent.
During Vassa, monks are obliged to remain in a single place and take time for study of the Dharma and practice. From Pavarana they may begin to "go forth" and travel again, after asking the sangha (the community of monks and nuns) to admonish them for any fault "seen, heard or suspected" so that they may amend their ways in future. It is also a day of celebration, when the strictures adopted during Vassa are relaxed.
